Treasury not sure how many refusing to pay 'Toilet Tax'

Treasury says it doesn't know how many people on the Island have refused to pay the so-called "Toilet Tax".

It says it is unable to establish whether someone has specifically withheld payment of the controversial sewerage charge - or is simply underpaying their rates.

Unless an accompanying letter has been provided by the home-owner it says they could be underpaying for a variety of different reasons.
