The current lack of engagement on the Freedom of Information Bill is understandable.
That's according to the driving force behind the Bill, Minister Chris Robertshaw, who says people appear to be comfortable for government to 'get on' with bringing it forward.
Only eight people responded to the public consultation - and interested parties attended the second reading of the Bill this week.
It's set to be rolled out in stages from 2016.
Mr Robertshaw explains that the lull in enthusiasm is to be expected:
