Sea defences proposed for Douglas Promenade could cost up to £3 million.
Minister for Infrastructure Phil Gawne says it'll be worth the money over time - due to the price tag that comes with clearing up the road following high-tides.
It comes with relocating the horse trams to the seaward walkway - which will add around £4 million to the final sum.
Other potential benefits like on street parking provision are also being considered.
