Help given to Infrastructure to cover shortfall

The Chief Minister has admitted that other government departments have had to step in to help make up the Infrastructure shortfall.
It follows the news that the department has backtracked on a number of controversial measures including changes to parking and bus passes
One of the changes announced is the issue of charging for school bus services - a 50 pence per journey fee has now been halved.
However these people in Douglas say they still don't think that's fair:
