Making government workers pay more for their pensions is the only way to stop the burden falling on the taxpayer.
That's according to the Chief Minister who says it is regrettable that a unified scheme, introduced two years ago, hasn't worked.
Whilst it has streamlined the system it hasn't achieved the savings expected - partly due to a reduction of workers and no major salary increases.
