People who are signed off work for over 28 weeks will be assessed by a private firm in an effort to get them back into employment.
The Treasury has employed Dependability Ltd to carry out the assessments to assess if they actually need incapacity benefit.
Minister Eddie Teare says it has to send out the message that it's finding out what people are capable of, not incapable of.
The review will consider if someone could undertake another form of work away from their usual occupation.
However South Douglas MHK Kate Beecroft says she doesn't understand why a GP couldn't carry out the assessment:
