The Department of Economic Development says government isn't sending out the wrong messages to private investors.
It follows delayed plans to the International Centre for Technology at the Nunnery in Douglas and a permanent halt in Sea Breezes' Port Erin marine lab scheme.
Both ventures have seen considerable hold-ups in planning.
