The revised Countryside Care Scheme will go before Tynwald next week for approval.
It was launched in 2009 had received widespread support - however there were a number of detractors whose feedback instigated a fresh review and reshape.
This was carried out by the Environment and Infrastructure Policy Review Committee.
It has come up with nine recommendations ranging from ways to encourage new local food production initiatives to the introduction of a £50,000 cap on care scheme payments.
