Douglas Council says it is "regrettable" that government hasn't consulted with it over moving the horse tram tracks.
It follows the news that the Department of Infrastructure is now looking at relocating them to the seaward walkway.
The Council says as a prime stakeholder in the scheme, which is part of regeneration plans, they need to find a mutually acceptable and beneficial solution.
It says it's disappointed the department went out to public consultation first.
However Infrastructure Minister Phil Gawne says he believes communication has been good:
