Chief Minister exasperated at means testing delay

Exasperated - that's how the Chief Minister says he feels after finding out social housing tenants won't be means tested.

It was supposed to be introduced by April next year in an effort to make sure rents were equitable and reflect both the property and tenant's ability to pay.

Allan Bell says he was given the advice that the deadline was achievable - but was shocked to find out government doesn't have the legal power.

He says it needs to be introduced and not just as a way of saving government money:
