South Douglas MHK Kate Beecroft has accused government of paying 'lip service' over protecting the vulnerable.
She says she's seen little evidence to suggest it's helping people - despite it being a priority of the present administration.
She's concerned that people - especially the elderly and those on low incomes - will struggle this winter.
Her comments were sparked after it was revealed that means testing won't be introduced in April as planned - something she says will make things worse.
