The MHK at the centre of a political spat with the Cabinet Office says a policy of means testing rent is "deeply flawed".
Alf Cannan made the revelation that things would not be in place for April 2015 at the same time he resigned from his responsibility for housing earlier this week.
He claims the policy is being managed by the office and not the Department of Health and Social Care.
The department has confirmed it needs more legislative powers and will be deferring its plans - saying whatever comes in has to be robust and prevent loopholes.
