Means testing people who live in public sector housing will not be brought in next year.
It was supposed to be introduced in April but the Department of Health and Social Care says it's become clear that additional legislative powers are needed for its implementation.
As such, it's found it necessary to defer the date, but has chosen not to release an alternative.
The department says it is still committed to ensuring that rents are equitable and reflect both the property and the tenant's ability to pay.
It will also ask local housing authorities for their views on the annual rent increase for the next financial year - more details will be revealed in November.
