Introducing a new Representation of the People Bill will ensure future elections are robust and transparent.
The draft Bill has been created following an eight week public consultation which saw 20 people respond.
It follows the East Douglas by-election in May 2010 which was marred by scandal resulting in an election fraud trial.
An independent review recommended the law governing House of Keys elections should be updated - in the whole there was broad support for the new proposals.
Minor amendments will be put forward to the Council of Ministers for approval - the Bill will then need to receive Royal Assent before it can be implemented in time for the 2016 General Election.
