Rushen MHK Laurence Skelly says he won't give up on plans to transform the old Marine Biological Centre in Port Erin.
It follows the Council of Ministers' decision to refuse Sea Breezes planning permission to turn the site into a marine interpretation centre.
According to an independent planning inspector alterations to the building would mean it would become 'overly dominant' and 'intrusive in visual terms' - concerns were also raised about car parking.
Sea Breezes say it is now withdrawing from the project entirely - Mr Skelly says he's deeply disappointed but there could be a glimmer of hope on the horizon:
