The Minister for Home Affairs says the House of Keys 'missed an opportunity' to complete changes recommended in the Woler Review.
The review suggests alterations to the system after the suspension of Stephen Harding as Attorney General.
Juan Watterson tried to progress legislation, which would see the appointment of a Solicitor General to act as the AG when he or she is indisposed.
John Quinn has held the acting position for the last year - though legal, Mr Watterson says it isn't ideal.
It'll take a further six-months before any changes can be implemented - he says this is an indication the house didn't share CoMin's urgency:
