Only 12 people responded to a consultation on new schemes to help first time buyers get on the property ladder.
The Department of Health and Social Care has published the responses to a public consultation on shared equity.
It wants to replace the current House Purchase Assistance Scheme with two new schemes designed to help those people who want to buy a house but can't afford to pay for it all.
Of the 12 responses - six were from the public, three were from banks, two from local housing authorities and one from a politician.
