Charging for on-street parking in order to plug a hole in government's finances would be 'inappropriate'.
That's the view of the Strand Centre manager John Shakespeare after the Department of Infrastructure unveiled a raft of new proposals designed to generate money.
Recent studies in the UK have identified the importance of maintaining low cost or free parking to support the long term future of high street retailing.
A public consultation on the topic has now been launched - Mr Shakespeare says he's disappointed there hasn't been more discussion with retailers:
