Douglas Council says it supports a proposal to develop sheltered housing on the site of the old prison.
A consultation was launched by government to determine what should happen to the Victoria Road site now that the prison has been demolished.
The idea is to change the designation of the land for purely residential use.
Douglas Council says it believes the most appropriate use for the site is for it to be redeveloped as sheltered housing operated by the local authority.
However the council says more specification is needed about the open space in the area from the developer if the plan goes ahead and the council becomes responsible for its maintenance.
