The public health directorate says it is monitoring the current situation regarding e-cigarettes.
Wales looks set to become the first place in the UK to outlaw their public usage, with fears they normalise smoking and undermine the ban.
They are marketed as a means for helping smokers quit, reducing their nicotine intake gradually.
Health psychologist, and tobacco lead, Anita Imberger says there is also a fear they could act as a gateway for young people onto normal cigarettes:
