Introducing means testing for child benefit will help government save £2.5 million a year.
The Department of Social Care will ask Tynwald to approve its plans saying the proposals are long overdue.
The department currently spends £16.5 million on child benefit each year – giving money to around 9,500 families.
The changes would see the benefit stopped completely for the 10 per cent of families who earn more than £90,000.
