The Department of Health has published an action plan to help ease public concern over bowel surgery at Noble's Hospital.
Colorectal surgery was suspended in November last year after complications with four patients - leading to an independent external review.
South Douglas MHK Kate Beecroft last week accused the department of misleading Tynwald after publishing extracts from the review which was supposed to remain confidential.
Health Minister David Anderson has branded this highly irresponsible and says the action plan proves progress is being made - with a number of short term and long term recommendations being implemented.
He says the department has been forced into responding to criticism:
