The Island could get a series of regional housing authorities in the future as opposed to a single national body.
The Department of Social Care had previously wanted a single authority to replace the 17 which oversee around 2,500 properties.
Minister Chris Robertshaw denies his department is backtracking over the issue and says government's preference is still for one central authority.
He'll meet with housing officials at an annual conference on Friday ahead of a public consultation this summer.
