Addiction service Motiv-8 says the reclassification of a legal high will do little to stop the flow and production of new similar substances.
Mexxy is now a class b substance and anyone caught in possession of the drug could face five years in prison.
Legal highs have been prevalent over the last four years with new ones emerging each time another is made illegal.
Mexxy is likened to the horse tranquilliser Ketamine and has caused a number of deaths across the UK.
