Douglas Borough Council has apologised to disabled people who are finding it hard to access the promenade.
Concerns have been raised about the restricted access from the gardens onto the seaward side of the walkway.
One man who has been affected says fixed wooden boards are restricting wheelchair access at points where there are normally no barriers.
The council says the barriers are in place to stop the bad weather and high tides from flooding and damaging the area.
However Sue Harrison from the council says she understands the concerns:
