Infrastructure Minister David Cretney is apologising for leaking confidential papers from the Council of Ministers to a constituent.
Details of the leak emerged during the Social Affairs Policy Committee hearing into pre-school provision.
Campaigners Amy Burns and Lisa Morris, who are against the closure of government pre-schools, presented the private papers as they gave their evidence.
Mr Cretney had handed over the document in confidence.
The Minister offered his resignation from CoMin over the matter, but it wasn't accepted by Chief Minister Allan Bell.
Mr Bell is already trying to find a new Minister after Peter Karran was sacked from the Department of Education and Children.
Mr Cretney admits he shouldn't have handed over the papers but he says his intentions were good.[Play media file below]
