Around 40 inmates at the Island's jail are protesting against the smoking ban.
The Isle of Man Prison confirms the group are refusing to be locked up in their cells.
Prison officers are currently in discussion with the prisoners involved.
Staff say the protest is peaceful and it's hoped it can be concluded through negotiation.
The ban on smoking was brought in in 2008 when the new jail opened at Jurby.
A report issued last year by the HM Inspectorate of Prisons said that control of the ban had been lost and inmates were flouting the rule, often in full view of staff.
