The Department of Infrastructure is still looking for an alternative to the all Island taxi licence.
David Cretney told this week's sitting of the House of Keys that his Department is currently looking into the options identified by a working group.
The group was set up in March last year after the then Infrastructure Minister Phil Gawne scrapped plans for the all Island licence.
Taxi drivers protested outside Tynwald, despite a public consultation which showed almost 80% of people were in favour of the plans.
Mr Cretney says the taxi trade will be consulted before any plans are approved, and that he is wary of making changes in the current economic climate [play clip]
