The Infrastructure Minister believes facing a public election helps politicians to do their job.
David Cretney says speaking to the electorate during a campaign can help those wanting to serve their community identify what the public wants from them.
Just ten of the 24 local authorities have more candidates than seats, meaning 14 boards won't have to hold a public vote next month.
Mr Cretney and Chief Minister Allan Bell both made calls for more candidates to come forward in recent weeks.
