The Social Care Minister says his department's future housing policy is something that could potentially affect every family on the Island.
A housing review has been carried out, which identifies how the housing sector could work in future.
The department says increasing costs to the tax payer, an increase in small households and people living longer mean new policies need to be developed for the future.
Some of the choices include putting up rents for public sector housing, means testing tenants and changing the first time buyers' scheme into a part-equity scheme.
A public consultation has been launched.
Minister Chris Robertshaw believes the housing issues are of major importance and wants lots of people to submit their views.
