The Chairman of the Civil Service Commission says new and different ways of thinking must be embraced in order to make savings on the public sector pay bill.
Alfred Cannan says Ministers, Boards and senior officers must work together to make Government more efficient and cost effective.
The Michael MHK is also the Chairman of the Employers' Side of the Whitley Council.
Mr Cannan says departments will need to look closely at staffing levels to meet the Chief Minister's target of a 10% reduction to the Government's salary costs over the next 4 years.
He says he'll be working closely with the Civil Service and Whitley Council to make sure any changes to the workforce will still meet the needs of the Manx public.
