Landlords of private-sector rental accommodation face new regulations as the Government tries to make sure tenants have decent living conditions.
Around 14% of people living here rent privately and a number of properties at the lower end of the market are known to be in poor repair and don't meet standards of basic decency.
The Department of Social Care is consulting on the Landlord Registration Scheme which aims to improve the quality of rental properties.
Views from the public will feed into the development of the legislation.
Minister Chris Robertshaw says irresponsible landlords should see this as a warning that providing sub-standard living conditions won't be accepted.[play media file below]
