Tynwald has voted not to postpone the closure of government pre-schools.
Keys Speaker Steve Rodan wanted the closure put off whilst consultation is carried out and further consideration given.
However, his motion failed to gain enough support in both the House of Keys and the Legislative Council.
In the Keys, it gained 10 votes for and 14 against.
In the Council, it got 2 votes for and 7 against.
MHK John Houghton, who is a member of the DEC, voted against his department and supported the postponement.
A move by Mr Rodan to try to save the Family Library services also failed to gain the support of politicians.
