The Chief Minister says the Freedom of Information Bill will go before Tynwald this parliamentary year.
Allan Bell says the legislation will be brought in as soon as the balance between right to access and confidentiality is found.
He thinks the cost of the Bill will be around £400,000.
The Bill was put on hold whilst further investigations into the cost of the legislation were carried out.
The Chief Minister doesn't want to bring in a flawed system.
