Planners have refused permission for a new Next store in Braddan.
The UK retailer applied for the use of a warehouse on the Spring Valley Industrial Estate, next door to Pets at Home.
It wanted to sell furniture, decorating items, household goods and children's clothes.
The application was unsuccessful as many of the goods weren't considered suitable to be sold from the site.
The government's says its policy is to support the sale of bulky goods from out of town sites.
However, it tries to keep the sale of clothing and smaller items to town centre locations.
Director of Planning and Building Control Michael Gallagher says planners are keen to support economic growth but it's important that it's in a way which doesn't undermine retailing in central Douglas or other towns.
Currys and PC World have also submitted plans relating to the same unit.
These are still under consideration.
