The Infrastructure Minister believes there's been no change to the structure of the Island's local authorities in the recent past because Tynwald had no appetite to reform the current system.
David Cretney says the way local authorities work needs to change, as those seeking election to local government often stand unopposed.
Before Mr Cretney was a Minister he called for a reduction to the number of local authorities, whilst another suggestion in 2004 would've seen the 24 boards cut to 4.
