The Minister for Economic Development says schemes offering employers National Insurance holidays for giving jobs to school leavers haven't proved popular elsewhere.
John Shimmin says such a program received disappointing support when brought in in the UK.
Douglas South MHK Kate Beecroft had asked whether such incentives could work on the Island.
Mr Shimmin also highlighted that there is no current legislation which would allow such a move.
The DED is due to report back on an investigation into young people not in education, employment or training at next month's sitting of Tynwald.
