Plans to build 68 apartments at Summerhill Quarry don't provide enough parking.
Douglas Council's Public Works Committee says there should be two parking spaces per apartment, and that the current plans for the site fall short of this.
The Committee is also worried that the development would lead to traffic problems in the area.
The local authority also wants the Manx Wildlife Trust to look at the site, as it's believed bats inhabit part of the quarry.
A previous application to build apartments on the same site was refused in 2007.
