The Governor of the Isle of Man Prison is insisting that the facility will remain smoke free.
Inspectors visited the prison in Jurby earlier this year, and recommended a review of the smoking ban.
The report said the prison needs to regain control of the smoking situation in order to focus its attention on other aspects of the facility.
The prison has been smoke free since 2008.
