The Leader of Douglas Council says rates won't be used to fund pay rises for council staff.
David Christian has been outlining his stance on pay agreements to the policy and resources committee.
Mr Christian says no extra funding will be made available to increase pay for workers and that it wouldn't be fair to put the burden on ratepayers, at a time when many people themselves won't have had pay rises for two or three years.
He warns that the money would have to come from the council's current workforce budget even if that means not filling vacant positions.
Mr Christian says he hopes for a positive response from council workers in these difficult times.
