One of the seven petitions for redress of grievance handed in at Tynwald Day has been rejected.
A group of residents are concerned about a possible route for a Peel bypass.
Their petition asked for a Tynwald committee to look into a new planning policy in relation to the route and design of a bypass.
They also wanted changes to be made to planning laws to prevent abuse of the system, where they say the Department of Infrastructure has an undeclared, vested interest.
The Standing Orders Committee found the petition not to be in order.
It says it relates to a matter which could be the subject of proceedings before the planning system appeals procedure.
