It would cost around £100million to carry out all the work needed on the Island's roads.
200 miles of carriageway are in need of reconstruction, resurfacing and surface dressing but money is a problem for the Department of Infrastructure,.
Patching and pothole repair work has been carried out after the winter frost damage but this is only seen as a short-term solution in many places.
£3.7 million will be spent over the next year on road maintenance and £1m on surface dressing.
