The Chief Minister is confident new laws to safeguard against election corruption will be in place when the Island goes to the polls this September.
The Representation of the People Bill had its first reading the House of Keys yesterday.
The legislation would mean candidates would have to declare all donations over £50.
Spending on campaigns will be limited to £2,000 plus 50p for each registered voter in the constituency.
Concern about the current system was raised during the Douglas East by-election last May.
