The Isle of Man Post Office has denied it promised workers a pay rise.
The Communication Workers Union says there was an agreement that salaries would increase.
The Post Office has asked to see written proof of this agreement, but so far the union has been unable to produce such evidence.
Members of the CWU are being balloted on whether to strike over the matter.
The Chairman of the Post Office has urged postal workers to vote against industrial action, as it could ultimately mean job cuts.
