A motion calling for a committee to look into nationalising the Steam Packet Company has failed to gain enough support in Tynwald.
Members spent an hour and a half debating David Cannan's proposal, but only five voted in favour of a select committee.
The Michael MHK admitted he wasn't sure if putting the Steam Packet into public ownership was the right decision, but thought the idea should be examined.
The operator has come under pressure since rival firm Mezeron began a freight service from Douglas.
