A member of the Committee looking into the Criminal Justice Bill blames the Department of Home Affairs for its failure to be passed.
In this week's House of Keys it was decided that a three member committee should look at the Bill in greater detail before it becomes law.
Quintin Gill has been critical of a clause in the proposed legislation, which would allow police to remove teenagers from the street, even if they're not committing a crime.
