Plans for a pre-school nursery in Casltetown have been blocked by the planning authority.
An application to change the use of Castle View on Parliament Square from office to nursery was turned down, and an appeal has also been unsuccessful.
Neighbours of the registered building objected on the grounds of extra traffic movements and the noise the children would make.
The applicant argued that the facility is vital to the town, and that Castletown Commissioners support the idea.
However, the independent inspector judged the premises to be unsuitable for a pre-school nursery.
