The Minister for Social Care is urging more Manx workers to find jobs.
Martyn Quayle says those on benefits should want to work, so that fewer workers needing work permits have to be brought in.
It was announced earlier this week that seven hundred and ninety two people are registered unemployed on the Island.
Last year the Manx Government cracked down on work permits for lower skilled jobs, reducing the number of permits issued by nearly 600.
